Kevin Price and the Hon. David Walker discussed the latter’s plan to make a major announcement on Capitol Hill about the possibility of an “Article V” Convention, designed to amend the constitution to create more fiscal constraint.

An Article V convention, also called a Convention of States, is one of two methods provided by the U.S. Constitution for proposing amendments. Article V allows amendments to be proposed either by a two-thirds vote in both the House of Representatives and the Senate, or by a convention called by Congress upon the application of two-thirds of state legislatures (currently 34 of 50). Any amendment proposed by either method must then be ratified by three-fourths of the states (38) through their legislatures or state conventions, as determined by Congress.
