At the federal level, the Canada–U.S. Agreement on Emergency Management Cooperation enables seamless cross-border movement of emergency personnel, equipment, and medical supplies during major crises. For wildland fires, the CANUS Reciprocal Forest Fire Fighting Arrangement—managed by the National Interagency Fire Center (NIFC) and the Canadian Interagency Forest Fire Centre (CIFFC)—allows firefighters and water bombers to deploy across borders within hours. Regional compacts like the International Emergency Management Assistance Compact (IEMAC) and Pacific Northwest Emergency Management Compact (PNEMA) further streamline local mutual aid.
Despite saving countless lives and millions of acres of forest during severe wildfire seasons, this vital alliance remains severely underreported. News coverage often highlights cross-border political disputes, leaving citizens largely unaware of the everyday operational unity between public safety agencies.
Greater public awareness of these mutual-aid frameworks is essential. Recognizing this cooperative infrastructure reinforces public trust, ensures continued funding, and serves as a global model for international disaster resilience.

He is also a consultant and public speaker in the areas of military and commercial aviation and global conflict.Buer, a native Californian, spent his formative years in rural New England before graduating from Ohio Wesleyan University with a degree in economics. After accepting a commission from the Marine Corps, he was trained to fly attack helicopters. His deployments took him to the Persian Gulf, Somalia, Bosnia, Iraq, and Afghanistan. He later served on the staff of the Chairman of the Joint Chiefs as a professor of national security strategy and policy at the National War College and as an air group commanding officer.
