In April 2026, former Houston Police Chief Troy Finner stepped back into law enforcement leadership, taking the helm of the Missouri City Police Department. This appointment marks Finner’s first major professional move since May 2024, when he abruptly retired from HPD during a massive scandal involving internal tracking codes.
Under his tenure and dating back to 2016, HPD used a “Suspended – Lack of Personnel” designation to shelf roughly 264,000 incident reports without investigation. Most notably, the practice left more than 4,000 adult sexual assault cases in limbo, sparking widespread public outcry and promises of a rigorous review.
Yet, despite the intense drama surrounding Finner’s 2024 departure, updates on the actual cases have largely stalled. Two years after the system was exposed, the public has seen very few stories of investigative progress, criminal charges, or substantive breakthroughs for the survivors.
